The impact of security threats on the region’s economic development, trade flows, and political stability is examined. Emphasis is placed on the importance of regional cooperation through formats such as the Visegrad Group, the Lublin Triangle, the Weimar Triangle, and the Bucharest Nine. The article explores changes in the defense budgets of CEE countries, their role in transforming energy policy, and their support for Ukraine. Adjustments in defense spending, made in response to growing security threats, are analyzed. Mechanisms for reorienting trade flows between CEE countries and Ukraine in the context of war are also studied. The authors highlight the importance of Ukraine’s integration into the EU and NATO as a strategic element of European stability. Measures are proposed to strengthen regional cooperation, particularly in the areas of defense, energy, and economic policy. Utilizing advanced statistical methods based on decision trees, we investigate whether the data reveal groups of NUTS2 regions that exhibit shared patterns of convergence, divergence or structural similarities. Our methodological innovation lies in the application of a decision tree model to create detailed maps of European regions. This innovative approach allows us to assess the performance of regions based on multiple labour market indicators, identifying nodes that we translate into regional clusters. This novel method provides a more salient and empirically driven evaluation of convergence patterns in European labour markets and enables us to assess changes in these patterns over time. Our findings highlight the persistence of certain labour market characteristics and uncover regions that deviate from expected trends, revealing a heterogeneous and dynamic labour market landscape across Europe. How these two factors interact under different historical legacies and urban-regional contexts remains, however, insufficiently understood. This paper identifies which combinations of institutional and innovation indicators most effectively classify regions into distinct developmental archetypes, revealing critical thresholds that redirect regional trajectories. Employing decision-tree analysis on 233 EU NUTS-2 regions, we analyse 15 indicators spanning institutional quality, technological readiness, business sophistication, and innovation. This methodology uncovers non-linear relationships that traditional approaches cannot capture. The findings demonstrate that institutional quality acts as a necessary condition for innovation-led growth. High-performing regions, predominantly in Western and Northern Europe, benefit from robust institutions and strong innovation outputs. Many lower-performing regions, particularly in Central and Eastern Europe, exhibit innovation potential but are constrained by governance deficits. By integrating institutional and innovation indicators within a single analytical framework, we underscore how addressing governance and innovation in tandem can result in balanced and sustainable growth across Europe.Položka Heterogeneous labour market trajectories in the EU: convergence, divergence and stagnation across regions(Springer-Verlag : Berlin, 2025) Borseková, Kamila; Koróny, Samuel; Westlund, HansThe scientific objective of this study is to analyse and compare the convergence, divergence, or stagnation of selected regional labour markets indicators in the European Union, employing beta and sigma convergence concepts and the convergence club approach. By analysing seven labour market indicators from the Regional Competitiveness Index, we uncover a complex and heterogeneous landscape of labour market dynamics. Significant beta convergence is observed in three of the seven indicators, while the remaining four display stagnation. However, sigma convergence is not detected in any of the indicators; instead, two show divergence and five exhibit stagnation. Recognizing that these mixed results may stem from the fact that regions belong to distinct “convergence clubs” shaped by path dependency, we separately analyse post-socialist and capitalist regions. The convergence club approach proves useful in interpreting these varied patterns of convergence, divergence and stagnation in EU regional labour markets. Our findings suggest that while certain regions are converging on specific labour market indicators (e.g. gender balance in unemployment, long-term unemployment), others, particularly in terms of overall unemployment rates and labour productivity, are diverging. This underscores the high degree of heterogeneity within EU regional labour markets, driven by structural, institutional and historical factors. The study highlights that labour market convergence is not an automatic process but one that necessitates strategic, long-term interventions. Policy responses must be tailored and sensitive to the unique circumstances and historical trajectories of each region, aiming not only to reduce immediate disparities but to foster sustainable development that aligns with the overarching goals of economic convergence across the European Union.Položka The post-urban hypothesis(Elsevier B.V. : Amsterdam, 2025) Westlund, Hans; Borseková, KamilaThere is a growing awareness that the current, almost total domination of cities in the world is an expression of a new stage of human civilization. “Complete urbanization”, “planetary urbanization”, “post-rurality”, “post-metropolitan” and “post-urban world” are some concepts being used to describe this emerging era. This paper aims at 1) form a synthesis of this broad literature, which in each area mark major changes but taken together form component parts of a fundamental transformation; and 2) based on an interaction-cost perspective, analyze the driving forces of the post-urban development. The European market is characterized by high solvency and capacity, which creates many opportunities for Ukrainian exporters. The article examines the transformation of trade flows between the European Union and Ukraine in the context of increased security risks caused by Russia’s full-scale military aggression against Ukraine. An analysis of the main changes in the structure of Ukraine’s foreign trade was carried out, including the reorientation of export and import flows to EU markets. A significant unevenness in the concentration of Ukrainian exports to EU countries was revealed, which makes its economy more vulnerable to external shocks and points to the available opportunities for increasing exports to other EU member states. An assessment of the economic benefits and challenges faced by both sides was carried out. On the basis of the conducted SWOT analysis, opportunities for trade cooperation between the EU and Ukraine in the conditions of transformation of trade flows were identified.
